USB 3.0 supports USB 1.0, USB 1.1 and USB 2.0. This will provide a smooth transition from the current USB 1.0 and 2.0 to USB 3.0. The speed increase comes from extra pins on the USB 3.0 connector. USB 3.0 has 9 pins as opposed to USB 2.0 which has only 4 pins. The extra leg also means that where USB 2.0 delivered 500 mA, USB 3.0 can deliver 900 mA. It may eliminate the need for more power supplies that were previously needed due to this limitation.
